My Lord,
I have the honour to transmit
herewith a translation, prepared in the Japanese
Chancery of this Embassy, of a Religious Bodies
Law, which was passed by the Imperial Diet in
the course of the recent session, and which was
promulgated as Law No.77 in the Official Gazette
of the 8th April. It is understood that it
will not be put into force until April, 1940.

The need for comprehensive legis-
lation to regularise the position of religious
bodies in Japan has been recognised for many
years, and it was as long ago as 1899 that the
first measure with this object in view was
submitted to the Imperial Diet. It was, however,
shelved and the game fate has attended two
similar measures which have since that date been
before the legislature. But soon after
Prince Konoye's assumption of office in June,
1937, it became known that the Cabinet was
devoting serious attention to the subject and
